Plans have been made to crack down on uninsured driving in the UK. Under the current regime, a penalty is only likely if a driver is pulled over by a traffic officer and found to be driving without insurance. That is set to change- in June 2011, ministers announced that radical changes were on the way. Soon, any car with no insured, registered driver will have to be declared 'off the road' for tax purposes as well.
The first step will be a simple warning letter, advising the owner that insurance must be arranged. If it is not, a £100 penalty notice may follow. Unless the situation is remedied, the car could be clamped, confiscated, and even crushed. There may also be additional fines.
For most driving schools, instructor insurance is a priority. Certainly, no member of staff or public individual should be allowed to drive uninsured- the risks are far too great- but this decision could impact anyone who owns a car that is not in use. Those with fleets of vehicles will have to take extra care not to allow any one car to be taken off active use (and off the driving school insurance policy) without declaring it off the road for tax purposes too.
This is unlikely to be a serious inconvenience for professional driving schools. If instructor insurance is not being paid for a particular car and it is not being used, there is no reason to pay road tax on it. However, it may have a significant impact on other drivers. The Association of British Insurers believes that about 4% of drivers are uninsured. In other words, there will be an uninsured driver on almost every busy street, on average.
Uninsured drivers are more likely to be involved in accidents, and the associated costs are borne by drivers who do have the right policies. Hopefully, this new development will reduce the number of people driving uninsured, cut accident rates, and help bring down the cost of private and driving school insurance.
